Power to the People: Why Eugene’s New Climate Tax is a Win for Civil Rights

# Power to the People: Why Eugene’s New Climate Tax is a Win for Civil Rights

For too long, our communities have breathed the exhaust of a system that profits at our expense while leaving us with the bill. From the historic Albina district in Portland to the Hilltop in Tacoma and the neighborhoods of Anchorage, the burden of environmental neglect has always fallen heaviest on Black shoulders. But in Eugene, Oregon, a new movement is proving that we don’t have to choose between a healthy planet and a thriving community.

## A Bold New Standard for Corporate Accountability

On March 5, 2026, a landmark initiative known as the Eugene Clean Energy Fund began making waves across the Pacific Northwest. This isn’t your typical tax measure. It specifically targets billion-dollar corporations—the retail giants that use our infrastructure and profit from our residents—and requires them to pay their fair share into a local fund dedicated to renewable energy and community justice projects.

This is about more than just solar panels and heat pumps; it is about economic reparations. By taxing the wealthiest entities on the planet, Eugene is creating a pool of resources that will go directly toward weatherizing homes in under-served neighborhoods, lowering energy costs for Black families, and creating high-paying green jobs for our youth.

## Environmental Justice is a Civil Right

We must be clear: climate change is a civil rights issue. Our brothers and sisters in the PNW are disproportionately affected by the ‘heat island’ effect caused by a lack of urban tree canopies and the rising costs of cooling homes during our increasingly brutal summers. When we fight for ‘Climate Justice,’ we are fighting for the right to live in neighborhoods that aren’t literal health hazards.

The Eugene Clean Energy Fund is a blueprint for what advocacy looks like in the 21st century. It shifts the financial burden of the climate transition from the worker to the tycoon. For the NAACP across Oregon, Washington, and Alaska, this is a call to action. We have seen how redlining and systemic disinvestment have left our communities vulnerable. This initiative is a tool to dismantle those legacies.

## What This Means for the PNW

While this initiative is rooted in Eugene, the ripples are being felt from Seattle to Juneau. It challenges the narrative that green energy is a luxury for the wealthy. By centering ‘community justice projects,’ the fund ensures that those who have been historically marginalized are the first in line for the benefits of a new, clean economy.

We are watching a shift in power. When billion-dollar retailers are forced to invest in local justice, the community regains its voice. This is how we build a resilient Pacific Northwest—one where our air is clean, our bills are manageable, and our corporations are held to the standards of the people they serve.

## Join the Movement

This is only the beginning. As we look toward future ballot measures in our own backyards, let Eugene be the spark. We must demand that our local leaders prioritize people over profits and justice over ‘business as usual.’

Stay engaged, stay informed, and let’s continue to lead the way toward a greener, fairer future for every member of our community.
